Open Enrollment
Open Enrollment is the process by which parents/guardians residing in an Iowa district may enroll their children into another Iowa school district under the terms and conditions of Iowa Code section 282.18 and 281–Iowa Administrative Code 17.
Application Information and Deadlines
If a parent or guardian wishes to open enroll their child(ren), they must:
- Complete and submit an application for each child in their family, and
- Send the application to both the resident and receiving school districts.
Important Notes
- Approval for one child in a family does not guarantee approval for other children in the same family. A parent or guardian must file an open enrollment request for each child in the family.
- A parent or guardian may apply to more than one school district at the same time.
- Parents must notify (in writing) the districts concerned if there is any change in the student's residence during the open enrollment period.
- Parents must notify (in writing) the districts concerned if terminating open enrollment.
- An open enrollment request out of the school district from parents of a special education student is reviewed on a case-by-case basis. The determining factor for approval of such an open enrollment request will be whether the special education program available in the receiving school district is appropriate for the student's needs. The area education agency director of special education serving the receiving district will determine whether the program is appropriate. The special education student will remain in the school district until the final determination is made.
- Parents of students whose open enrollment requests are approved by the superintendent are responsible for providing transportation to and from the receiving school district without reimbursement.
If an open enrolled student’s primary residence is closer to the receiving district’s attendance center than the distance from the student’s primary residence to the sending attendance center, the sending district will allow the student’s receiving district to send school vehicles no more than two miles into the sending district’s boundaries to pick up the student. - Unless an exception applies, the General Transfer Rule (281—IAC 36.15(3)) prohibits a student-athlete from participating in varsity athletics for 90 school days (not including summer school) after transferring from one Iowa High School Athletic Association (IHSAA) or Iowa Girls’ High School Athletic Union (IGHSAU) member or associate member school or school district to another.

As of May 15, 2024, the school board approved Amana Elementary as the only school accepting open enrollment applications for consideration, per Board Policy 606.6.

During the 2024 Legislative Session, the State of Iowa made a change to the Open Enrollment Deadline. For the 2024-2025 school year, the Open Enrollment Application deadline was June 30, 2024, for grades 1-12. (Kindergarten deadline is Sept 1, 2024).
For the 2025-2026 school year, the Open Enrollment Application deadline will be March 1, 2025 (all future years’ deadline will be March 1).
