CCACSD School Board of Education Overview

The Board of Education is responsible for the high-level planning, policy-making and systemic evaluation of the Clear Creek Amana Community School District. The Board approves and acts upon matters required by law, and hires, supervises and evaluates the Superintendent.

Members of the Clear Creek Amana Board of Education consist of three (3) At Large Directors, and four (4) District Directors that serve a specific geographic area of the District. Directors are volunteers elected by the constituents of the School District to hold 4 year terms and serve the students and community of the school district.

Meetings

Regular meetings of the Board of Education are scheduled on the third Wednesday of each month at 6:00 PM at the Clear Creek Amana Administration Office at 1486 Highway 6 NW, Oxford. All meeting notices and agendas are posted on Simbli eBoard.

Public Participation in Board Meetings

While board members welcome your involvement, school-related problems can usually best be solved by talking with the employee closest to the problem, then following the appropriate "chain of command" (i.e. teacher > principal > executive director of schools > superintendent) if you do not believe it has been addressed in a proper manner. Should a satisfactory solution to the issue not be achieved through the progression, your next step is to submit it to the Board of Education for their consideration as an agenda item at an upcoming board meeting.

School board meetings are held in the public, but are not meetings of the public. While we may call on your participation during board agenda items, the public does not have the right to speak or interrupt our board meetings. Please refer to the public forum part

Committees

The School Board has 2 regular Board Committees and a number of Ad Hoc and Community Boards that board members participate in. Meeting dates, agendas, and minutes will be posted on Simbli eBoard. Board members serve one-year terms on board committees and two-year terms on ad hoc committees and appointments may change due to the annual election of board officers.

Board Committees

Board work committees are to establish a forum for initial discussion of district business. Committees take no action but serve as a conduit for bringing agenda items to the full board in a more efficient and productive manner. This structure provides an opportunity for board members to ask questions, request information from administration, and organize thoughts prior to discussion with the full board where final decisions will be made.

Negotiations Committee

The negotiations committee will advise on all aspects of the negotiation process with the Clear Creek Amana Education Association. The negotiations committee has a Handbook subcommittee that works with the Education Association on review and revision of the Certified Staff Handbook. The committee serves as a resource for the superintendent in the establishment of salary, benefits, and contract language for all certified and classified staff.

PPEL Committee

The Physical Plant and Equipment Levy (PPEL) committee was reinstated to explore different types of construction management approaches and potential next steps for the upcoming MS/HS projects.

Policy Committee

The policy committee will recommend individual policy changes and oversee the five-year review cycle for board policies. Recommended changes will be presented to the board of directors for approval.

School Improvement Advisory Committee, (SIAC)

Each school district will establish a school improvement advisory committee that is governed by Iowa Code 280.12. The board of directors of each public school district and the authorities in charge of each nonpublic school shall do the following:

1. Appoint a school improvement advisory committee to make recommendations to the board or authorities. The advisory committee shall consist of members representing students, parents, teachers, administrators, and representatives from the local community, which may include representatives of business, industry, labor, community agencies, higher education, or other community constituents. To the extent possible, committee membership shall have balanced representation with regard to race, gender, national origin, and disability.

2. Utilize the recommendations from the school improvement advisory committee to determine the following:

a. Major educational needs.
b. Student learning goals.
c. Long-range and annual improvement goals that include, but are not limited to, the state indicators that address reading, mathematics, and science achievement.
d. Desired levels of student performance.
e. Progress toward meeting the goals set out in paragraphs “b” through “d”.
f. Harassment or bullying prevention goals, programs, training, and other initiatives.

3. Consider recommendations from the school improvement advisory committee to infuse character education into the educational program.

The Superintendent serves as the chairperson.

Instructional Materials Reconsideration Committee

(Only meets as needed)

The Instructional Materials Reconsideration Committee addresses formal requests for reconsideration of library and instructional materials in the Clear Creek Amana Community School District. The committee provides a context in which differences of opinion and possible selection errors may be examined openly. The main task of the committee is to make a recommendation to the Superintendent when a citizen makes a written complaint against a library book, classroom material, or other instructional resource. District policy, regulations and procedures are considered when studying the challenged materials.

The committee forwards their decision to the Superintendent who, in turn, makes the final decision. Complaints are considered and acted upon within thirty school days of receipt. All meetings are open to the public.

The CCA board members attend these meetings representing CCA and then share information back to the full Board of Directors and Superintendent.

It is the goal of the board to develop a healthy social, intellectual, emotional, and physical self-concept in the students enrolled in the school district. Each student attending school will have the opportunity to use its education program and services as a means for self-improvement and individual growth. The board requires all persons, agencies, vendors, contractors and other persons and organizations doing business with or performing services for the school district to subscribe to all applicable federal and state laws, executive orders, rules and regulations pertaining to contract compliance and equal opportunity.
